PDF Document Link Not Working In Po Approval Notification (Doc ID 2167406.1)

Symptoms

When attempting to open the pdf document link in the PO approval notification for a rejected PO,
the following error occurs.

ERROR

Adobe Reader could not open 'PO_82_216614_0_US.pdf' because it is either not a supported file type or because the file has been damaged (For example, it was sent as
an email attachment and wasn't correctly decoded).

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Login to Application.
2. Create an AME PO.
3. Submit it to approver for approval
4. Approver reject the PO.
5. There is a link to download PDF in reject notification.
6. When the user click on the pdf link, the error appears.
