Launch Script Author Throws Error "Bad Request Your browser sent a request that this server could not understand." (Doc ID 2167758.1)

Symptoms

On : 12.1.3 version, Script Author



Unable to enter Script Author when clicking on the button Launch Script Author. Page returns as Bad Request .See the following error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigation: Scripting Administrator -> Author Admin -> Home
2. Click on Launch Script Author
