Symptoms

Payments are stuck in Formatting status due to Oracle server down
Showing Paid and cannot terminate


ERROR
-----------------------
When Terminating:
Payment instruction can not be terminated since payment is already completed. You may void the payments.

When try to Void:
The source product of payment <ID> will not allow the payment to be voided. Please refer to the source product documentation for more information.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process Payment
2. Shut down serve while processing

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the payment batch.
