AME Approval Sequence Is Not Sorted Properly

Symptoms
ACTUAL BEHAVIOR

The Approval History region in iProcurement is not sorting correctly. The sequence numbers are correct (ie requester is sequence 1, approver #1 is sequence 2, approver #2 is sequence 3, post-list approval group is sequence 4), however, in the table they are shown in the order like: sequence 4 , sequence 3, sequence 1, sequence 2.
EXPECTED BEHAVIOR

Expect to see the sequence in the correct order.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to iProcurement
2. Requisitions tab -> Requisitions
3. See Approval History for Requisition 123456
4. Sequence is wrong: 4, 3, 1, 2.
