R12: Supplier Contact is Not Listed in Contacts List of Values When the Contact User Account is Inactive (Doc ID 2168480.1)

Supplier Contact is not listed in Contacts List Of Value (LOV) when the Contact user account is inactive.

Steps to reproduce:

1.  Responsibility: Purchasing

2.  Navigate to: Purchase Orders > Purchase Orders

     Create a PO.

3.  Input supplier and site, click on supplier contact LOV,
     Query with contact name which got user account inactive

The contact is not listed in the LOV
