Unable to Assign Delivery to Detail Line (Doc ID 2168502.1)

When attempting to assign a delivery, the following error occurs.

Error: The action can not be performed because the selected records could not be locked.

The issue can be reproduced at will with the following steps:
1. Log into the Order Management Super User responsibility.
2. Navigate to Shipping->Transactions.
3. Query the sales order and attempt to assign a delivery.
