Symptoms

On : 12.1.3 version, Journal Import

ACTUAL BEHAVIOR
---------------------
Budget Wizard does not complete download of budget using Excel 2013.

EXPECTED BEHAVIOR
-----------------------
Expect budget to download correctly into Excel 2013.

STEPS
-----------------------
The issue may be reproduced at will with the following steps:
1. Login with General Ledger (GL) responsibility.
2. Navigate to Budgets > Launch Budget Wizard
3. Enter valid budget parameters, then click Create Document.
4. Excel opens. After clicking to Enable Editing, Excel hangs and does not complete the download. No error given.

Changes

Upgraded to Excel 2013.
