When following document
Using Oracle 12c Release 1 (12.1) Real Application Clusters with Oracle E-Business Suite Release R12.2 (Doc ID 1626606.1),
Step 4 section 4.7
4.7. Establish the Oracle E-Business Suite Environment for Oracle RAC
the following error occurs.

The issue can be reproduced at will with the following steps:
1. When following the RAC document as part of RAC setup
2. From application server all the DB connection is failing.
3. Listener is running fine.
The issue has the following business impact:
