Workflow Inbound Not Processing the Response emails immediately in Inbox , taking log time to process (Doc ID 2168925.1)

Symptoms

On 12.1.3 version, Workflow Mailer
When users take action on workflow notification through email, mailer takes long time to process the email notification and workflow status is not reflected in the application

EXPECTED BEHAVIOR
Workflow notification action taken from email should be processed in a timely manner, not more than 10 minutes depending on the load

The issue can be reproduced at will with the following steps:
1. Send a workflow email notification to the user.
2. Take the action on workflow Approve/Reject through email
3. Workflow mailer takes long time to process the email notification and workflow status is not reflected in the application for 2 to 3 hours

The issue has the following business impact:
Due to this issue, users cannot take action from email notification causing delay in approval process.

Changes

 Workflow Mailer log level is Set to Statement level
