Poor Performance When Updating Sales Order CCID

Symptoms

On : 12.1.3 version

Customer has added COGS CCID column to Additional Line Attribute Information DFF.
The performance is not as expected. Each time a CCID is added to a sales order line or
during a mass change, it takes up to 6 mins to complete the update.

Steps
------
Order Management Superuser > Order Organizer
Query Order number. Open.
Click on Lines tab. Click on Additional Line Attribute Information DFF
Enter the CCID.

Or when user performs a Mass Update to the DFF:
Select All > Tools: Mass Change

Takes anywhere from 2 - 6 mins to update the CCID in a Sales Order.

The performance issue is occurring in the following SELECT.  This coming from value set
which is attached to OM DFF.

CODE_COMBINATION_ID VALUE, TO_CHAR(CODE_COMBINATION_ID) DESCRIPTION,

NVL(TO_CHAR(TO_DATE(NULL), 'J'), 0), NVL(TO_CHAR(TO_DATE(NULL), 'J'), 0)

GL_CODE_COMBINATIONS WHERE 1=1 AND
FND_NUMBER.NUMBER_TO_CANONICAL(CODE_COMBINATION_ID) = :X
