Penserver Salary History Extract - Start Date is the Day After the End Date

Symptoms

Following the Pensions 2015 changes, the Penserver Interface Salary History extract now populates the end date of the Salary record with the actual termination date of the employee.

It also does this on a zero-value Salary record with a start date of end date + 1.

This is rejected by MyCSP as the end date is before the start date.
The second row has a start date of the day after the end date and Salary value of zero. This should not be produced, instead start date as Salary Start Date and End Date as Termination Date should be produced.

Steps to reproduce:

1. Create a new employee effective start date 01-JUN-2015, in the Alpha pension scheme, give the employee a permanent Salary (also effective from 01-JUN-2015.
2. Terminate the employee with Actual Termination Date 10-Jun-2015.
3. Run the Penserver Interface Process - Salary History extract for the employee.
4. The Salary should be reported with end date of 30-Aug-2015. We get 2 rows:
