PO_CUSTOM_Package Is Called When Updating A Requisition (Doc ID 2170111.1)

Symptoms

On : 12.1.3 version, Requisition Creation

ACTUAL BEHAVIOR
---------------
when we update a requisition from a approval notification (requisition status is inprocess) and the GL date is updated by the system because the requisition was created in the previous month that has been closed, the po_custom_pkg for defaulting distribution lines is recalled.

EXPECTED BEHAVIOR
-----------------------
Expected was that the defaulting functionality is called only when creating a requisition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Requisition with a GL date in period A
2. Change defaulted value of the DFF Cost Center to <Cost Center1>
3. Submit for approval
4. Close the PO period A and open the next period
5. Open the notification for Approval
6. Edit requisition
7. Approver check out
8. The value for the dff Cost Center has been defaulted back to <Default Cost Center> it should remain <Cost Center1>.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot remember what the previous value was changed to.
