Actual Behavior
On serial entry window of shipping transaction function, if the serial controlled at sale order issue, and entry an issued out serial number, no error message popup.

Expected Behavior
On serial entry window of shipping transaction function, if the serial controlled at sale order issue, and entry an issued out serial number, should raise an exception message.

Steps to Reproduce

1. 1. Create serial controlled item controlled at sales order issue.
2. Issue out serial number 'SN-001'.
3. Issue out serial number 'SN-001' again, no error message popup.
   In this situation, should raise error message on serial entry window on shipping transaction function.
