Symptoms

Actual Behavior
Running INCOIN using FND_REQUEST.SUBMIT_REQUEST causes PLS-306, ORA-6550

Concurrent log shows the following error:

**Starts**09-AUG-2016 00:57:39
ORACLE error 6550 in FDPSTP

Cause: FDPSTP failed due to ORA-06550: line 1, column 7:
PLS-00306: wrong number or types of arguments in call to 'INOPINP_OPEN_INTERFACE_PROCESS'
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored

Steps
The issue can be reproduced at will with the following steps:
1. Run INCOIN using fnd_request.submit_request as below


2. The concurrent is submitted, but completed with error
