Why System Is Ignoring The Picking Order Setup At Subinventory Level During Allocation ? (Doc ID 2170350.1)

Goal

Users created a Requisition Move order and approved it. Then they run the Move order pick Slip report to allocate the Move order. At the time of move order allocation, the system generated Pick suggestions based on the user setup rules.
Users Expect the system to generate suggestions to pick based on Picking order defined in the Subinventory Setup. But as per the pick suggestions generated it does not seem to be using the Picking Order .

Why is the system suggesting to pick an LPN from a wrong subinventory and ignoring the picking order given at the subinventory level?
