Notes Created From the Transaction Tab Do Not Show in the Notes Tab

Oracle Advanced Collections - Version 12.2.4 and later
Information in this document applies to any platform.
When creating notes from the Transactions Tab in Advanced Collections, those notes do not show when trying to view them in the Notes tab.
Steps to Reproduce:
Responsibility: Collections Agent
- Create a note from the Transactions tab.
- Try to view the note in the Notes tab.
- If the View By is changed to Customer, the notes will show. But do not show at the Account level.
