Create Configuration Item Fails when Trying to Progress the Order

On : 12.2.5 version, Configuration Process
When attempting to run the AutoCreate Configuration item process, the following error occurs. This has never worked in this instance and it has the same problem for all models.
proceeding to lock oe lines .
Order# = 50.000000, Line_id = xxxxx : Create_And_Link_Item API failed
for this model line.

Total number of rows = 1
Number of rows errored = 1
The issue can be reproduced at will with the following steps:
1. Log in to Order Management responsibility
2. Navigate to Sales Orders
3. Query a Booked order that has a configured model
4. Click on Action button
5. Choose Progress Order - Create Configuration
6. Error occurs
