Automatic Receipts are being Created in UNAPPLIED status

Symptoms
ACTUAL BEHAVIOR --------------- Invalid object(IBY_AR_UTILS) after patch 22933283 application, As a result, AR_AUTORECAPI creating Unapplied Receipts. Can see the following error in "AR_AUTORECAPI Automatic Receipts Creation Program (API)" Log file while approval.
ERROR ---------- Detect receipts with Auth failure.
STEPS ----------------------- The issue can be reproduced at will with the following steps: 1. Submit Remittance Batch.
Changes
Code Changes done on artrx.odf file through Bug 22933283 are causing this issue.
