ACTUAL BEHAVIOR
---------------
After applying patch 21274796, when using the gmd_recipe_detail.create_recipe_vr API to create a validity rule for a recipe for a non-scalable formula, the API creates the validity rule with the min_qty, max_qty, and std_qty set to whatever value is passed in to the API for the std_qty.

EXPECTED BEHAVIOR
-----------------------
For a recipe for a non-scalable formula, the minimum, maximum, and standard quantities are supposed to always be the product quantity from the formula. The screen enforces this, and the API should also.

The issue can be reproduced at will with the following steps:
1. Use API to create recipe validity rule for a recipe based on a non-scalable formula
