Service - Knowledge Management: 'Rich Text Editor' Error When Submitting a Solution (Doc ID 2171773.1)

Symptoms

When attempting to submit a solution in Oracle Knowledge Management, the following error occurs.

ERROR

An error occurred while uploading the rich text editor contents. Please contact your System Administrator for help


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigation: Knowledge Management Administrator (R) > Knowledge Base > Knowledge Management > Authoring Tab
2. Click on 'View All solutions in progress' and select the solution
3. Click on 'View' and then click on update.
4. Click on 'Submit'.

Due to this issue, users cannot submit/publish the solution
