Retro Batch Is In Hold Status After Validated it And Not Able To Transfer it Due To Employee Has Benefit Assignment

Symptoms
On : 12.2.4 version, OTL Setup forms.
ACTUAL BEHAVIOR
---------------
OTL retro batch created without any line. The batches can be seen in the Validate for BEE (Retro) program's parameter LOV. after run validate ,the batch does not show up form processing in the Transfer to BEE (Retro).
Upon querying the batch from BEE Summary, there are not lines populated.
EXPECTED BEHAVIOR

expected to see lines are generated
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. run Validate for BEE (Retro) process completed without any error
2- run transfer to BEE( Retro) , not able to find batch in the LOV
