TimedOutException When Processing Sell Shipment Transmission into OTM (Doc ID 2172406.1)

Symptoms

When trying to created a Sell Shipment in OTM by Processing an Actual Shipment XML, Transmission Errors out with the Exception "ORA-02393: exceeded call limit on CPU usage error because of weblogic.transaction.internal.TimedOutException: Transaction timed out after 600 seconds".

Following is complete Error Message Observed.
