Unable to Enroll in Benefits Due to Error "The compensation value is null for an activity base rate of type Multiple of Compensation..." (Doc ID 2172712.1)

Symptoms

When attempting to enroll in benefits by accessing the Non-Flex Program form and processing the Unrestricted, the following error occurs:

ERROR

"The compensation value is null for an activity base rate of type Multiple of Compensation or Multiple of Compensation and Coverage. (Package=ben_determine_activity_base_rt.main) (variable=l_compensation_value)"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Total Comp Enrollment > Benefits Enrollment > Non-Flex Program and query the employee.

3. Click the Continue button to process the Unrestricted.

Error occurs.
