Performance Issue While Trying To Select ICC During Item Creation - Sometimes With WARNING: Oracle BC4J Debug Build Executing (Doc ID 2173166.1)

Symptoms

Actual Behavior

When creating items, while trying to find an Item Catalog Category (ICC), it is taking more than 3 minutes.
Error Message

may or may not be seen in the log file as well.

Expected Behavior

Expect it to take only a few seconds to find the ICC.

Steps

The issue can be reproduced at will with the following steps:
1. Navigate: Development Manager > Item Catalog > Create Production Items
2. Enter the Item Catalog Category (ICC)
3. Query for the ICC takes more than 3 minutes
