R12: AP: View Projected Withholding From Invoice Workbench FRM-41050: You Cannot Update This Record

Symptoms
Query an unpaid invoice and check the report View Projected Withholding. In this moment, error shows:
FRM-41050: you cannot update this record
and a warning/pop up is showing 7 times.
This is not happening in Invoice creation form.

STEPS
The issue can be reproduced at will with the following steps:
1. Payables > Invoice Workbench > Inquiry
2. Find unpaid invoice.
3. Reports > View Projected Withholding
