Unable to Book Sales Order Ora-20001 Error in Wsh_interface (Doc ID 2173399.1)

Symptoms

After applying patch 21817524:R12.WMS.C, the following errors appear when attempting to book a new sales order:

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench > Enter a new sales order
3. Book order
