Lockbox Line Level Cash Application is Not Working as Expected - AR_TRANSMISSIONS_ALL.COUNT is Doubled and the STATUS = OOB

Symptoms
On : 12.1.3 version, Receipts Related
You are using a Line Level Cash Application hook and Line Level Cash Application is enabled at the Lockbox level.
The Receipts get created, but the Execution report shows the Transmission Record Count incorrectly.
It shows the count as twice the Record Count.
Because of this, AR_TRANSMISSIONS_ALL has incorrect Record Counts, and the Amount and Status is OOB.
Data file includes 8 records, however Lockbox Execution Report output shows:
Transmission Record count=16 (Incorrect)
AR_TRANSMISSIONS_ALL.count=16 and Status = OOB (Incorrect)
This happens only when the Line Level Cash Application is enabled at Lockbox.
Business Impact:
Due to this the Users are getting confused about the record count, they are not able to rely on this report as they are not sure how many Receipts got created.
The report is incorrectly printed and also the Transmission status shows incorrectly.
The Transmission Record Count and Records Transferred to Date does not match.
