E-Business Suite 12.2 Applications DBA, Issues with Functionality of AD Utilities

When attempting to run adadmin on 12.2 instance the following error occurs:

AD Administration error:

ERROR: Patching cycle in progress - run this utility from patch file system.
You can only run it from run file system when not patching.

But there is no active adop cycle. The last adop cycle has completed without any errors.
