Symptoms

When a user tries to find the project code for Miscellaneous Transactions - with project

ERROR
-----------------------
ORA-01841: (full) year must be between -4713 and +9999, and not be 0
FRM-40502: ORACLE error: unable to read list of values.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inventory > Miscellaneous Transactions > Select Transaction Type > Transaction Lines > Entry Item code, Subinventory, Location, Account, and click Project Source to find projects code
