APP-FND-01516 While Launching Forms from Framework Page for some users (Doc ID 2175267.1)

For some users while trying to access any function that launches a form from any Framework Responsibility is erroring out with:

ERROR
Error : APP-FND-01516 : Invalid Application user name ,password or database
Username <Applsyspub>
Database <Database SID>

The issue can be reproduced at will with the following steps:
1.Login to Oracle Applications with a particular user :

2.Select Any Responsibility from homepage and try to launch any Forms based function.
