Can the Header and Footer be Branded Using the Manage Themes UI (Doc ID 2175315.1)

Goal

Using the DBA.ADMIN account and the UI function Configuration and Administration -> Branding -> Theme Management we have been able to update the Branding Logo, Home Page Logo, and Login Logos.

It does not appear we can control the header and footer banners from this interface (which defaults as a gradient blue color).

Is it possible to update the header and footer banners through the UI?
