"java.lang.NullPointerException" Error While Loading Operating Units To Target Instance Using Oracle ISetup (Doc ID 2175475.1)

Symptoms

When using Oracle iSetup and  trying to load operating Units of one single country to target instance, the load is failing with below error:

ERROR

API Type: BC4J
Executable Path: oracle.apps.per.isetup.schema.server.OperatingUnitAM
Ignore Warnings and Continue: No
Update Existing Records: Yes
Importing rows from xml file, and validating rows ......
Import failed for the record: [API=Operating Units API,VOName=OperatingUnitVO,Key= Name = 'OU_NAME'
 Group Name = 'XX Business Group']. Exception is thrown from Product-API.callAPI during Load. oracle.apps.fnd.framework.OARowValException: Exception occurred.

1) Extract a Operating Unit
2) Try to load the extracted OU to target instance
