Symptoms

On : 12.1.3 version, Consigned Inventory

We tried to perform the "Transfer to regular" transaction through inventory open interface, the process transaction interface completes with an error
We have check the oracle support knowledge base (Doc ID 1068919.1) and have the mentioned patch applied already.

ERROR
-----------------------
"SQL Exception in QtyMgr Calling getFinancialInfo :oracle.apps.inv.transaction.utilities.InvTrxException".

The issue can be reproduced at will with the following steps:
1. Perform transfer to regular from Open interface
