On : 12.2.4 version, Install

After upgrade To R12.2.4 when a competency is created with local scope for business group id 0 and if searched with the same name by selecting scope as 'local' in competency template creation', no results were found.


The issue can be reproduced at will with the following steps:

1. HR Professional V4.0
2. Manage Competency Templates
3. Create new one "local"
4. Query and no results were found
