APPROVE Action Missing In PO Action History For Encumbrance Enabled Operating Unit (Doc ID 2175745.1)

APPROVE action is missing in po_action_history when Owner can approve PO with encumbrance

It only shows:

Submit
Reserve

Even though po is approved.

1) it is working fine when non-encumbrance.

2) it is working fine when po reserve first, then approve.

The issue only happens when po gets kicked out approval, then reserve po in workflow. also Owner has authority approve po.
