Dunning Letter gets created without transaction list included

Example Staged Dunning Plan:  first level 5 min days
                                                    - second level 20 min days

1. Navigate to Receivables responsibility> Transactions> Transactions
2. Create transaction with payment term Immediate
3. Run Scoring Engine Harness
4. Run IEX: Send Dunnings for Delinquent Customers to send the dunning letter after the 5 min days. Transaction appears as delinquent and dunned, stage level 1
5. Create another transaction
6. Run Scoring Engine Harness
7. Create receipt and apply against transaction
8. Run IEX: Send Dunnings for Delinquent Customers on a date, so that the first transaction does not exceed the 20 min days (so no letter should be sent for this transaction), and the second transaction exceeds 5 min days

You will get a Dunning Letter that does not have a Transaction Listing
