Password Validation Enabled On External User Registration (Doc ID 2176120.1)

While going through Self-Registration as an iReceivables external user, the password is getting validated against the Signon Password Hard to Guess rules, in spite of setting this profile option to No at both Site and Application levels.

This is not an issue in 12.1.2.
