Remaining Consolidation Transfer Did Not Run After a Period Mapping Error of One Consolidation (Doc ID 2176991.1)

Goal

Using the Consolidation Set to perform the consolidation transfer.
User will pick the "Select All" function in the Transfer Consolidation Data Set form before hitting the "Transfer" button.

Since the period of some ledgers in the consolidation set may never be opened, the error will be populated for the 1st ledger that doesn't have the period opened.
The "Consolidation Transfer" did not run for those consolidations following the problematic ledger, even if the periods of those ledgers had been opened.

It is expected that the "Consolidation Transfer" will be run for the selected consolidations which are having Subsidiary Period assigned.

EXAMPLE:

User would like to run the consolidation in Jul-16 and below is the Consolidation list of Consolidation Set A:
Consolidation A --> last open period of the subsidiary ledger: Jul-16
Consolidation B --> last open period of the subsidiary ledger:
Consolidation C --> last open period of the subsidiary ledger: Jan-16

The "Consolidation Transfer" would not be run for Consolidation C, even if there is no problem with it.
And the error "Please Enter the period/date for mapping Consolidation B".

There are 2 questions:
1. Why the "Consolidation Transfer" did not run for Consolidation C ?
2. Is it possible to control the sorting of the "Consolidation" in the "Transfer Consolidation Data Set" form?
