Requisition Approval fails with error- APP-PO-14142: PO_SLA_BC_PKG. Populate_and_call_bc_report-070 ORA-0000 (Doc ID 2177031.1)

Symptoms

When submitting the requisitions for approval  the following error is raised:

Unable to reserve Purchase Requisition, and when clicking the button reserve: "Your Budgetary Control action completed with exceptions."View results error with :" No results found, perform Funds Check/Reserve to view the results''. and then "APP-PO-14142: PO_SLA_BC_PKG. populate_and_call_bc_report-070 ORA-0000: normal, successful completion. Cause: A SQL error has occurred in PO_SLA_BC_PKG.populate_and_call_bc_report. The SQL error is ORA-0000: normal, successful completion."
