ACTUAL BEHAVIOR

When attempting to search for an Employee in Compensation Workbench for Administrators, no results are returned

EXPECTED BEHAVIOR
-----------------------
As administrator, be able to see all employees

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Compensation Workbench for Administrators
2. Search for a Manager
3. Search on Employee Name
4. No results found
