Error When Attempting to Apply a Hold for More Than One Sales Order Line in the Order Organizer

Symptoms
When attempting to apply a Hold to multiple Lines from the same Sales Order at the same time, the following error occurs.
ERROR
"Hold on workflow activity pick line is not applicable to any of the selected records"
STEPS
1. Via the Order Management Responsibility.
2. Navigate: Orders, Returns > Order Organizer.
3. Query up Order Lines.
4. Select more than one Sales Order Line.
5. Do Actions > Apply Hold and receive the message:
"Hold on workflow activity pick line is not applicable to any of the selected records"
Sales Order Line Hold set up as
Type = Order Administration Hold
Workflow item = OM Order Line
Workflow activity = Pick Line for lines
However, for the same Sales Order, when select one Line, then do Actions > Apply Hold,
the same hold is successfully applied.
