Incorrect Deliver to Location / Deliver_to_location_ID for Requisitions/ PO triggered by Kanban

On : 12.1.3 version, Replenish
ACTUAL BEHAVIOR
---------------
A New location is created for inventory org. The Inventory org is specified in Location under "Other Details" tab. the Location was made as Ship to location.
Then a entire New BPA created for New Supplier Site. ASL is created for an item for new supplier site and BPA is linked to it. Correct Sourcing Rule is made and correct assignment is done.
After performing all the above mentioned setups correctly, users are facing issue when requisition is imported from Inventory module- replenish Kanban cards.
New Location is NOT coming as Deliver to Location and Some other Location is coming.
EXPECTED BEHAVIOR

Users are expecting that the New Location associated with New Supplier Site (defined in ASL and sourcing rule) should come as Deliver to Location
