Service: Performance Issue on Charges Tab After RPC5 Patch 22644544 (Doc ID 2177654.1)

Symptoms

On 12.1.3 -

During Service Request creation, when trying to access the Charges tab, the application hangs and the tab does not open.
This starts after applying Patch 22644544:12.1.0 - Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 5 [RPC5].

Expected Behavior:

Charges tab should open successfully.

Steps:

Apply Patch 22644544:12.1.0 - Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 5 [RPC5],
or any other patch having CSCHTAB.pld version 120.51.12010000.144 or lower.

(R) Service
(N) Service Requests > Create or Find Service Request

 - Navigate to the Charges tab

Changes

 Applied RPC5 Patch 22644544:12.1.0, or another patch containing CSCHTAB.pld version 120.51.12010000.144 or lower.
