Volume summary getting doubled  due to reversed utilization line instead of
decreasing in volume.

We have created an Order with a volume offer and Order ship is complete.  At
this stage commission line created and GL posted successfully in
ozf_fund_utilized_all_b and an entry created in ozf_volume_detail and
ozf_volume_summary is also updated.  This is good so far.

Now we have end-dated volume offer market eligibility and assigned a new
volume offer.  After that, we have repriced the order and ran Funds Accrual
Engine program. At this stage old offer utilization line reversed and new
offer utilization line created.  At the same time, there is an entry created
in ozf_volume_details table for the old offer reversal utilization line and
also volume got updated again in ozf_volume_summary . This will lead to
double amount accumulated in volume summary table which is not correct.
Instead it should have decreased the volume summary because of reversal
utilization line.
