Symptoms
When the user updates the PMP the Mass Appraisal Creation schedule date does not get updated.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create new PMP.
2. Check the Mass Appraisal status to be on pending.
3. Update the PMP to a start date sooner than the initial start date.
4. Review the status of the Main Appraisal creation program.
5. Try to start the Mass Appraisal program.
6. The Program does not update to the desired date.
