Creating New Report Using Data From Excel Sheet Via Wizard Fails With Error 'Fails to save Data model'

Symptoms
When creating a New BIP Report and selecting Data from Excel spreadsheet, configuring an Excel spreadsheet as a Data Set Fails.
In BI Publisher 11.1.1.9, here are the steps that reproduces the issue.
1. Select the New > Report function 'Create Report' dialog box and the first function 'Select Data':
-- Upload, for example, the specialdiscount.xls file
-- the Sheet Name of SpecialDiscount is seen in the LOV
2. But then, in 'Guide Me' mode, the Next button is selected and then the error message returns: 'Failed to save draft data model'.
3. And in 'Use Report Editor' mode the Finish button is selected, a data model name entered, and then the Save button gives a slightly different error message returns: 'Failed to save data model'.
4. This function does work in both 11.1.1.7 and 12c versions of BI Publisher.
