E-Business Suite 12.1.3 Applications DBA, Patch Application Issues

The application of a patch (in this example <Patch 21271226>:R12.PRC_PF.B) fails with the following error:

'Error while processing class oracle/apps/inv/utilities/TrxTypes
  Exception could not open connection
SQL Error while connecting with thin driver to default database: The Network Adapter could not establish the connection
exiting : could not open connection'
