On : 12.1.3 version, Charges UI, APIs, and schema

Users are Receiving error message while Submitting charges. Order management error, Order is on credit hold. When verified the Customer Credit hold check box is not checked.

The issue can be reproduced at will with the following steps:
1. Create Service Request
2. Enter Charge lines
3. Submit the Charges
