Contract Expert Sequencing Is Not Working for Questions When Changed

When using Contract expert, changing the order/sequence of questions does not work
The issue can be reproduced at will with the following steps:
1. Use contract expert
2. Change the order of any set of questions
3. Run Synchronize Templates concurrent process
The order does not change.
