A custom validation defined at Document and Payment levels are not shown in the Validation Name drop-down while defining User-defined Validation for Payment Method and Payment Formats.
However, it can be seen under Oracle Payments Setup > Payments Setup > Shared Setup > Validations. 

1. Why is the custom validation unavailable to assign under User Defined Validations sections?
